OSHA (29 CFR 1910) governs worker safety β how people climb and work once the building is in use, and it applies to virtually any workplace. The building codes (IBC/IRC and the mechanical code) govern the structure itself β when a roof access point is required, and the construction of the opening. A roof access setup can satisfy the building inspector at construction and still fail an OSHA walk-through years later if the ladder lacks fall protection. For anything commercial, you need to satisfy both.
OSHA Requirements for Roof Access Ladders
OSHA's walking-working surfaces standard sets specific, measurable rules for fixed ladders:
- Fall protection at 24 ft: any fixed ladder that extends 24 feet or more above a lower level must have a ladder safety system or a personal fall arrest system.

The ladder is only half the equation β the opening itself must be protected. OSHA requires fall protection around a roof hatch, typically a guardrail on all four sides, with one side using a self-closing safety gate or an offset rail so no one can step straight into the open hole. Grab bars at the hatch also give climbers a safe handhold to transition from ladder to roof. If you're specifying a hatch, plan the railing kit at the same time β retrofitting it later always costs more.
Roof Hatch Sizes
Standard personnel roof hatches are commonly around 30" Γ 36", which fits one person with tools.
